Mit Unbehagen nahm das Unabhängige Landeszentrum für Datenschutz (ULD) als für Schleswig-Holstein zuständige Datenschutzaufsichtsbehörde die auf Bundesebene bestehenden Widerstände zur Kenntnis, den US-amerikanischen Whistleblower Edward Snowden in Deutschland einreisen zu lassen, um hier den offiziellen Stellen Auskunft zu geben über die Internetüberwachung durch den US-amerikanischen Geheimdienst NSA sowie weitere Geheimdienste. Nach Analyse der Rechtsprechung des Bundesverfassungsgerichtes sowie generell des Verfassungsrechts kommt der Leiter des ULD Thilo Weichert zu folgendem Ergebnis:

"Die Bundesrepublik Deutschland ist verfassungsrechtlich verpflichtet, Edward Snowden um Einreise nach Deutschland zu bitten, um hier umfassend über seine Erkenntnisse Auskunft geben zu können. Nur dadurch lassen sich die
