Der Staat fördert den vorzeitigen Ausstieg aus dem Erwerbsleben mit einer Reihe von Maßnahmen - von der Aufstockung der Altersteilzeitbezüge bis zum verlängerten Arbeitslosengeld-I-Bezug für Ältere. Angesichts des Fachkräftemangels ist dies kontraproduktiv und vor allem teuer - die Steuer- und Beitragszahler mussten hierfür im Jahr 2007 insgesamt 6,7 Milliarden Euro aufbringen. Ein Verzicht auf die Fördermaßnahmen könnte die Bundesbürger um 2,9 bis 4,0 Milliarden Euro entlasten. Würde der Staat allein die Förderung der Altersteilzeit streichen, ließen sich unterm Strich 0,9 Milliarden Euro einsparen.
