TÜV SÜD accredited as Designated Operational Entity (DOE) under Article 6.4 of the Paris Agreement

TÜV SÜD has been accredited as a Designated Operational Entity (DOE) to perform validation and verification activities under Article 6.4 of the Paris Agreement. Article 6.4 establishes an United Nations supervised carbon crediting mechanism. That enables the generation and transfer of verified emission reductions and removals in support of countries’ Nationally Determined Contributions (NDCs). The mechanism places strong emphasis on environmental integrity, transparency, and sustainable development.

With this accreditation, TÜV SÜD is now authorized to provide independent validation and verification services for projects and programmes seeking for registration and issuance under the Article 6.4 mechanism. TÜV SÜD is accredited for 14 scopes of the mechanism. This enables project developers, governments, and private sector participants to engage with professional guidance in the new international carbon market framework.

Supporting High Integrity Carbon Markets

Under the Article 6.4 mechanism, TÜV SÜD continues to offer comprehensive services across the project lifecycle, including:
  • Validation: Independent assessment of proposed Article 6.4 activities to confirm compliance with applicable requirements, based on the Project Design Document (PDD), Modalities of Communication (MoC) statement, and supporting documentation. 
  • Verification / Certification: Evaluation of project implementation, monitoring systems, and the quantification of greenhouse gas (GHG) emission reductions or removals, ensuring alignment with Article 6.4 rules and methodologies.
The accreditation also positions TÜV SÜD to support the transition from the former system, the Clean Development Mechanism (CDM implemented in 2005), to the new Article 6.4 framework, helping stakeholders navigate evolving regulatory and technical requirements.

Enabling Climate Action

Article 6 of the Paris Agreement identifies and encourages opportunities for verifiable emission reductions, attracts funding to implement them, and allows cooperation among countries and organizations to conduct these activities. The carbon crediting mechanism allows to unlock financial support for developing countries, because they are able to transfer carbon credits earned from the reduction of greenhouse gas emissions to help other countries meet their climate targets by buying these credits.
