The EU needs critical raw materials for many important technological and industrial applications. These include antimony, a raw material used in armaments, and cobalt for battery production. The EU's action plan focuses on investments in raw material projects, simplified approval procedures, and stricter export controls for battery raw materials. Cooperation is to take place with Brazil and Canada, for example.
Defense requirements have increased, which has also increased the strategic importance of antimony. It is used in ammunition, special alloys, explosives, flame retardants, and semiconductors. Antimony is also found in AI-supported working memories. China controls about 70 percent of the antimony market. Cobalt is known to be an important component of lithium-ion batteries. The battery industry is dependent on this strategic raw material. The leading cobalt producer is the Democratic Republic of Congo. Since October 2025, the country has been using an export quota system. Among other things, this is intended to strengthen national control over cobalt, which has an impact on international supply chains. Market interest is therefore focused on projects that can serve as new sources for the coveted raw materials. The aim is to make supply chains less vulnerable and less dependent on Congo or, in the case of antimony, on China.
