SPD, Grüne und FDP haben sich jetzt auf einen Koalitionsvertrag für eine neue Bundesregierung geeinigt und ihn veröffentlicht. Darin spielt auch die Zeitarbeit eine Rolle: „Werkverträge und Arbeitnehmerüberlassung sind notwendige Instrumente. Strukturelle und systematische Verstöße gegen Arbeitsrecht und Arbeitsschutz verhindern wir durch effektivere Rechtsdurchsetzung. So sorgen wir auch für mehr Sicherheit bei Arbeit auf Abruf“, heißt es in der Koalitionsvereinbarung. „Es ist sehr zu begrüßen“, so der stellvertretende iGZ-Bundesvorsitzende Sven Kramer, „dass die Parteien die Zeitarbeitsbranche mittlerweile als notwendiges Instrument einer funktionierenden Marktwirtschaft akzeptiert haben.“ Eine effektive Rechtsdurchsetzung solle seiner Meinung nach indes eine Selbstverständlichkeit in allen Wirtschaftsbranchen sein. Ebenfalls angekündigt hat die Koalition, ob und welche gesetzlichen Änderungen unter Berücksichtigung der Evaluierung des Arbeitnehmerüberlassungsgesetzes vorzunehmen seien Dies geschehe mit Blick auf die europäische Rechtsprechung. Hier, so Kramer, werde bestätigt, dass der laufende Prozess der Evaluierung der AÜG-Reform fortgesetzt werde. Verbessert werden solle der Schutz von Beschäftigten bei grenzüberschreitenden Entsendungen – zudem sollen dabei laut Vertrag bürokratische Hürden abgebaut werden. Für Saisonbeschäftigte solle der volle Krankenversicherungsschutz ab dem ersten Tag eingeführt werden. Auch das Kurzarbeitergeld wird thematisiert: „Die Krisenregelungen beim Kurzarbeitergeld werden wir nach der Corona-Pandemie evaluieren, insbesondere mit Blick auf Menschen mit geringem Einkommen“, kündigt die Ampelkoalition an. ie Tarifautonomie, die Tarifpartner und die Tarifbindung solle gestärkt werden, damit faire Löhne in Deutschland bezahlt werden. Dies befördere auch die nötige Lohnangleichung zwischen Ost und West, die in der Zeitarbeitsbranche allerdings längst Alltag ist. „Im Dialog mit den Sozialpartnern werden wir weitere Schritte zur Stärkung der Tarifbindung erarbeiten und hierbei insbesondere Möglichkeiten für weitere Experimentierräume erörtern“, kündigen die Vertragspartner an.
