ENTSO-E receives official request to start drafting a Network Code on Forward Capacity Allocation

Brussels, (PresseBox) - On 21 September ENTSO-E was officially invited by the European Commission to start developing a Network Code on Forward Capacity Allocation. ENTSO-E welcomes the official request and looks forward to working closely with stakeholders and interested parties over the next 12 months to produce and consult on the network code.

The Network Code on Forward Capacity Allocation will set out the method for long-term capacity calculation and will outline transmission risk hedging instruments. These rules will complement those contained in the Capacity Allocation and Congestion Management network code, which ENTSO-E is required to submit to Agency for the Cooperation of Energy Regulators (ACER) to before 30 September 2012, and hence provide the basis for the implementation of a single energy market across Europe.

The code will be developed by ENTSO-E in accordance with the Framework Guidelines on Capacity Allocation and Congestion Management for Electricity published by ACER on 29 July 2011. Once developed and consulted on, the network code will pass through the Comitology process to become an EU Regulation which will be legally binding for all market participants.

In order to meet the challenging deadline for delivering the code, ENTSO-E has already begun scoping work on the network code. In addition, as part of our commitment to engaging transparently with stakeholders throughout the process of developing the network code, a Stakeholder Advisory Group, made up of European stakeholder associations, has been established. The kick -off meeting is scheduled for 1 October 2012. ENTSO-E will also use regular updates, provided via our website, open workshops and bilateral meetings to understand the full range of stakeholder views.

ENTSO-E expects to consult on a draft network code in circa April 2013, with the deadline for providing a final version of the code to ACER being 1 October 2013.
