28 October 2021 is an important date for companies exporting chemical substances to the UK. With effect from that day, chemical substances imported into the UK in quantities of over one tonne per year will have to be registered in accordance with the new UK REACH. “This applies unless downstream user import notification (DUIN) has been effected”, says Rupert Scherer, REACH expert at TÜV SÜD Industrie Service GmbH. DUIN is the equivalent to the former pre-registration procedure under EU REACH, which was a requirement for making use of transition periods.
If the recipient of the chemical substances in the UK does not take care of the DUIN and registration directly, the exporter will have to appoint a UK-located Only Representative (OR) to look after the process. This appointment must be made by 27 October 2021. “With our international network, we are perfectly positioned to support exporters with their registration processes in the best possible manner”, explains Rupert Scherer. The Glasgow branch of TÜV SÜD Limited will take over the role of Only Representative in the UK, while manufacturers and/or exporters in Germany will be supported by the local REACH experts at TÜV SÜD Industrie Service GmbH.
