Wie allerdings eine externe Bewertung ergeben hat, wird die mit dem ersten Marco Polo Programm angestrebte Verlagerung des Straßenverkehrs auf andere Verkehrsträger voraussichtlich nur zu etwa 60 % erreicht, und auch die Ergebnisse des zweiten Marco Polo Programms aus dem Jahr 2008 deuten auf ein abnehmendes Interesse der Branche hin. Gründe dafür sind vor allem Diskrepanzen zu den Markterfordernissen, bürokratische Hürden sowie hohe Anforderungen.
Aus diesem Grunde wird in einem ersten Schritt die Förderintensität für den diesjährigen Aufruf zur Einreichung von Projektvorschlägen erhöht sowie die Partizipation im Binnenschifffahrtsbereich vereinfacht. In den kommenden Jahren sollen dann in allen Programmunterpunkten Schwellenwerte verringert und die Projektverwaltung vereinfacht werden.
Erwartungsgemäß wird die Frist zur Einreichung von Förderanträgen in diesem Jahr Ende April 2009 sein. Das gesamte verfügbare Budget für diesen Aufruf zur Einreichung von Vorschlägen beträgt etwa 59 Mio. EUR. Das Programm unterstützt kommerzielle Vorhaben im Frachttransportsektor, die den Straßenverkehr verringern. Im Fokus steht also nicht ausschließlich der Kombinierte Verkehr (also Transporte per Trailer, Container oder Wechselbehälter), sondern auch Schüttguttransporte oder Projekte, die die Effizienz von Straßentransporten verbessern. Allerdings kommen nur internationale Vorhaben in Betracht.
