Am Mittwoch, dem 18. Mai, kündigte die Präsidentin der Europäischen Kommission Ursula von der Leyen bei einer Pressekonferenz zum "REPowerEU"-Plan neue Solarpläne im Sinne einer Photovoltaikpflicht an. Diese soll für öffentliche und kommerzielle Gebäude bis 2025 und für private Neubauten bis 2029 in Kraft treten. Baden-Württemberg ist Pionier was Photovoltaik angeht. Es ist das erste Bundesland, das die Pflicht zur Installation von Photovoltaik bereits jetzt schon umgesetzt hat. In Bayern steht das Thema des Öfteren in Diskussion und aktuell ist noch nichts in Kraft getreten, allerdings gibt es einen Entwurf für ein neues Klimaschutzgesetz, das eben dieses Ziel verwirklichen soll.

Ein Hauptpunkt des Vorhabens ist die Verkürzung der Genehmigungsverfahren für Windparks und Solaranlagen. Laut von der Leyen sind die Solar-Pläne der EU als „ambitioniert, aber realistisch“. 592 Gigawatt AC-Leistung und 740 Gigawatt DC-Leistung für Photovoltaik nimmt die Europäische Union bis 2030 in Angriff. Das ist mehr als die Prognosen von Solarpower Europe Global Market Outlook vorhersagen. Durch den Ausbau erneuerbarer Energien sollen nach Solarpower Europe bis Ende des Jahrzehnts bis zu 1,1 Millionen Arbeitsplätze entstehen.
