„Im Jahr 2017 arbeiteten 43.000 Zeitarbeitnehmer in der Gesundheits- und Pflegebranche, darunter 2.819 Ärzte. Da diese gesamte Branche 2017 über 3,3 Millionen Arbeitsplätze umfasste, entsprach die Zeitarbeit lediglich einem Anteil von 1,3 Prozent“, reagierte Werner Stolz, Hauptgeschäftsführer des Interessenverbandes Deutscher Zeitarbeitsunternehmen (iGZ) auf eine Aussage des Bundesgesundheitsministers Jens Spahn zur Zeitarbeit im Pflegebereich. Spahn vermutete in einem Interview im ZDF-Morgenmagazin einen „hohen Anteil an Zeitarbeitnehmern in der Pflege“. Er hätte "lieber weniger Leiharbeit". In dem Gespräch ging´s um eine bessere Bezahlung von Pflegekräften und Milliardeninvestitionen in diesem Bereich. Seiner Meinung nach sollten „Gehälter bis zu 3.000 Euro im Monat und damit deutlich mehr als derzeit möglich sein". Mit Verweis auf den Zeitarbeitsanteil betonte Stolz dazu, gerade im Pflegebereich seien die Kernkompetenzen der Branche Realität: „Der flexible Einsatz von Zeitarbeitskräften kompensiert nicht nur Arbeitskräftelücken, sondern kommt vor allem dem hauseigenen Pflegepersonal zugute, das dadurch entlastet wird“, unterstrich der iGZ-Hauptgeschäftsführer. Und gerade das Verhältnis von 1,3 Prozent zur Gesamtzahl dokumentiere eindrucksvoll, dass nur nach Bedarf eingesetzt werde. „Der größte Bereich der nicht-medizinischen Pflege ist die Altenpflege. 32 Prozent der Zeitarbeitnehmer sind in nicht-medizinischen Gesundheitsberufen beschäftigt, die übrigen 68 Prozent in medizinischen Gesundheitsberufen“, erklärte Stolz die Einsatzbereiche. Vom Prinzip Zeitarbeit profitieren – so Stolz – sowohl die Pflegeinstitutionen als auch die Zeitarbeitnehmer. „Einsatzzeiten lassen sich flexibel gestalten und tragen so ganz praktisch der Work-Life-Balance Rechnung“, erläuterte der iGZ-Hauptgeschäftsführer. Einen weiteren Vorteil nannte der Bundesgesundheitsminister selbst: „Viele der derzeitigen Zeitarbeitnehmer profitieren wegen der hohen Nachfrage nach Pflegern von teilweise besseren Arbeitszeiten und Löhnen als Festangestellte.“ Zeitarbeit, so Stolz, sei auch mit Blick auf den Fachkräftemangel eine interessante Alternative.
