Auf stabilem Niveau bewegen sich offenbar die Beschäftigtenzahlen bei atypischen Arbeitsformen – inklusive Zeitarbeit: Jeder fünfte Erwerbstätige zwischen 15 bis 64 Jahren ging 2016 einer solchen Beschäftigung nach (20,7 Prozent). Laut Statistischem Bundesamt (Destatis) blieb der Anteil in den letzten drei Jahren damit nahezu unverändert (2015: 20,8 Prozent, 2014: 20,9 Prozent). Nichtsdestotrotz ist diese Zahl weitaus niedriger anzusiedeln: „Zeitarbeit ist feste, sozialversicherungspflichtige Vollzeitbeschäftigung“, erklärt Werner Stolz, Hauptgeschäftsführer des Interessenverbandes Deutscher Zeitarbeitsunternehmen (iGZ). Er reagiert damit auf die Mitteilung des Statistischen Bundesamtes, wonach Zeitarbeit als sogenannte „atypische Beschäftigungsform“ geführt wird. „Das ist nicht nur inhaltlich falsch, sondern auch irreführend“, so Stolz. 80 Prozent der Zeitarbeitnehmer seien unbefristet angestellt, 90 Prozent in Vollzeit. Zu begrüßen sei allerdings, dass das Statistische Bundesamt mit dem Märchen aufräume, dass Zeitarbeit Beschäftigung in den Einsatzbetrieben verdränge. „Vielmehr ist richtig, dass viele Menschen über Zeitarbeit erst wieder einen Zugang auf den Arbeitsmarkt bekommen.“ Nach Angaben der Bundesagentur für Arbeit sind zwei von drei Arbeitnehmern in der Zeitarbeit zuvor beschäftigungslos gewesen. Und Dr. Hans-Peter Klös, Institut der deutschen Wirtschaft (IW) Köln, bestätigte: „Leider muss man hinnehmen, dass Zeitarbeit, warum auch immer, nicht als Normalarbeitsverhältnis, sondern als atypische Beschäftigung klassifiziert wird.“ Zeitarbeit biete doch nicht nur gute Eintrittschancen in den Arbeitsmarkt, sie erhöhe auch die Möglichkeiten, länger im Arbeitsmarkt zu bleiben, machte Klös zudem deutlich. In einer Langzeituntersuchung habe das IW Köln neu geschlossene Zeitarbeitsverhältnisse unter die Lupe genommen. Drei Viertel dieser Arbeitnehmer war sechs Monate später noch sozialversicherungspflichtig beschäftigt, nach zwölf Monaten waren es immer noch zwei Drittel. Zeitarbeit biete Unternehmen die nötige Flexibilität, um ihren Personalbedarf der Auftragslage anzupassen und stabilisiere auf diese Weise auch die Stammbelegschaft. Trotzdem versuche der Gesetzgeber immer wieder, Einfluss auf die Zeitarbeit zu nehmen, wunderte sich Klös. „Ich kenne keine andere Beschäftigungsform, die so im Fokus des Gesetzgebers steht“, zeigte sich der Wirtschaftsexperte verständnislos.
