German TSOs publish updated Primary Capacity Platform Concept

Leipzig, (PresseBox) - The German Transmission System Operators (TSOs) have published the new concept paper of the primary capacity platform on the webpages of TRAC-X primary.

The reason behind the new 6.0 version of the platform concept is that the shareholders of TRAC-X primary as well as four neighbouring TSOs from Belgium (Fluxys SA), Denmark (Energinet.dk), France (GRTgaz) and The Netherlands (Gas Transport Services B.V.) have decided to bundle their collective experience in the field of capacity booking platforms in order to create a joint European platform.

The aim is to implement ENTSOG's Network Code on Capacity Allocation Mechanisms (NC CAM), the future market rules for allocating transport capacity, ahead of time in April 2013. A full implementation of the NC CAM, especially because of the current national regulatory requirements (German Gas Network Ordinance, KARLA) will take place after the NC CAM becomes legally effective in Europe.

The main changes in comparison to the current platform concept 5.0 are:
- Design of the standard products (changes to the marketing logic to meet the CAM NC requirements)
- Design of the auction calendar (changes to comply with the auction calendar of the CAM NC )
- Design of the price steps (changes to the price steps to comply with the CAM NC )
- Design of day-ahead auctions (changes to the auction algorithm itself to comply with the requirements set in the CAM NC )

TRAC-X primary is the joint primary capacity platform of the German Transmission System Operators. It was launched in August 2011. The main conceptual parts of the various versions of the paper e.g. product design, auction process as well as the general design of the platform were discussed with market participants and aligned with Bundesnetzagentur, the German regulator. The last version of the concept paper, version 5.0 was published in June 2011.

TRAC-X Transport Capacity Exchange GmbH (TRAC-X) was founded in 2005 in Leipzig and has, since that time, grown consistently to become one of the most important online market places for gas transport capacity.

In 2010, the German transport system operators appointed TRAC-X to create and operate a platform for the awarding of primary transport capacities in Germany. With the start of TRAC-X primary in August 2011, transport customers can, for the first time, use TRAC-X primary auctions to acquire capacities for market area and cross-border interconnection points. Capacities at other network points can be purchased through TRAC-X primary on a "first come, first served" basis. By offering a single market place for primary capacity, TRAC-X replaces the established online booking systems of the German TSOs.

At the same time, TRAC-X still continues to operate the trading platform for secondary transport capacity - TRAC-X secondary. By doing so, TRAC-X contributes significantly to the simplification of gas trading.
