Therefore, the foundation EAR (German WEEE registration board) has recently published an application assistance to classify such devices, which you may view under this link.
According to the foundation EAR a product is a battery if it is itself the “source of electrical energy”, “which results from immediate conversion of chemical energy”.
This means, that not only purely conventional batteries, but also batteries or accumulators with battery management systems, charger interfaces and charge indicators are being regarded as batteries and fall below the Battery Act.
In general, a product is an electrical or electronic device according to the ElektroG if it includes batteries and other additional functions, such as lights, radios, cup warmers, alarm clocks or USB data storages.
