SGS Quality Services for Thermal Power in India

At the end of December 2014, IL&FS Tamil Nadu Power Company Limited awarded SGS a contract to provide quality assurance and quality control services on site at a thermal power project in Tamil Nadu. An initial investment of two team leaders from the fields of mechanical and civil engineering may be increased up to a group of seven, depending on project development. The agreement, scheduled to run from January 2014 until June 2015, includes an extension option and marks the first SGS collaboration with the Tamil Nadu Power Company.

Representatives at IL&FS selected SGS for the Tamil Nadu Power Company project based on successful SGS quality assurance and quality control services delivered on site at IL&FS Water in Chennai and IL&FS Infrastructure in Trivandrum, two other companies within the IL&FS Group.

Tamil Nadu Thermal Power Project IL&FS is now developing a 3600 MW imported coal based thermal power project in Tamil Nadu. Phase I of the project, planned to set up 2 x 600 MW for a 1200 MW capacity, is using sub-critical technology and Phase II, establishing a further 2400 MW, will utilize supercritical boiler technology. The project includes a dedicated port/jetty and necessary infrastructure for the import of 15-25 million tons of coal per year, along with other facilities and machinery. Mines in Indonesia, Australia and South Africa will cater coal to the Tamil Nadu power project.

SGS experts in quality assurance and quality control are in Tamil Nadu performing on-site daily inspections according to the quality assurance program (QAP). Specialists are witnessing non-destructive evaluation (NDE), conducting stage inspections and overseeing final inspections. Experienced SGS professionals are drawing, witnessing, reviewing and approving the non-destructive testing (NDT) trials and carrying out additional testing of equipment and systems.

Daily inspections mandated by the QAP established for the Tamil Nadu thermal power project identify potential non-conformities, provide root cause analysis and assist in the implementation of corrective actions. On-site SGS inspectors are performing extensive examinations which include methods such as raw material identification, NDE witness, and hydro testing as well as visual, fit-up and welding inspections.

After receiving the daily schedule, reviewing ITP and conducting the on-site inspections, SGS experts issue conformity or non-conformity reports according to the specified standards and drawings and provide representatives at Tamil Nadu Power Company with daily reporting and a weekly report review.
