Morpho supplies digital tachograph cards to Russia

Russia is introducing the digital tachograph as part of the European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR), which stipulates the times at which drivers can be behind the wheel or have to rest. The smart card expert Morpho (Safran group) is supplying the necessary cards to the Russian card issuer.

Morpho produces the digital tachograph cards at its plant in Flintbek in northern Germany, one of the most modern smart card centers in the world. Type approval for the cards is carried out by the German Federal Office for Motor Traffic and all necessary certificates are examined there. The cards' security and their interoperability with various digital tachographs have been independently confirmed by the German Federal Office for Information Security (BSI) and the EU laboratory in Ispra, Italy, respectively. The cards are personalized at the company's Russian subsidiary in Zelenograd, which has a production environment with the necessary security certification and is also the National Trust Center that supplies the electronic certificates for the cards.

"Our knowhow in card production and in personalizing ID cards and our experience in carrying out complex projects persuaded the Russian cardissuing authority to use our tachograph cards," said Holm Neuhäusser, Managing Director of the Russian subsidiary of Morpho, e-Documents Division.

In order to increase safety on Europe's roads and harmonize working conditions for truck drivers across the continent, the European Commission decided to replace the paperbased system for commercial vehicles with a total weight in excess of 3.5 tons and buses with more than nine seats with the digital tachograph, which reliably records speeds and the times at which drivers are behind the wheel or resting. The digital tachograph system essentially comprises two components: the vehicle unit (VU) and four different smart cards. The tachograph is based on interoperable cuttingedge technology that enables all system components to be used Europewide. Apart from the driver card, there is also a smart card for the police and supervisory authorities, a company card for logistics firms and a service card for workshops. Morpho's solution meets all the security requirements demanded by the EU, including Common Criteria EAL4+, it is EUcompliant and can thus be used internationally. Morpho supplies digital tachograph technology to the UK, Poland, France, Sweden, Denmark, Norway, Iceland, Hungary, Luxembourg, Netherlands, the Czech Republic and Russia.
