ENTSO-E Position on the draft Regulation on guidelines for trans-European energy infrastructure

Brussels, (PresseBox) - In March 2012, ENTSO-E published its position on the draft Regulation on guidelines for trans-European energy infrastructure. ENTSO-E welcomed the draft regulation as a major and urgently needed step towards a well and functioning, undistorted Internal Electricity Market. Based on the latest developments in the legislative text as concluded within the European Council and the Committee on Industry, Research and Energy of the European Parliament, ENTSO-E strongly advises against some new directions adopted and some old elements maintained which jeopardize the overall positive effect of the Regulation.

As outlined in ENTSO-E’s position paper, there are four key areas that are of concern to ENTSO-E and require attention:

- Permit Granting and Public Participation: The deadline for a final decision related to the permitting should not be prolonged any further and moreover the Regulation should reinforce the concept that a single competent authority makes the final decision.
- Regulatory Treatment: ENTSO-E calls for the mandatory political and regulatory support regarding the implementation of the appropriate incentives for transmission system operators to deliver infrastructure that the users value in a timely manner.
- Cost Benefit Analysis: Cost benefit methodology must remain realistic; increasing the complexity of the methodology risks hindering the process of efficiently identifying investments
- Process for establishing Regional lists: The ten-year network development plans should be the principal source of information for the assessment of projects of common interest as the only consistent planning analysis at European level.
