Application by Turkey for Permanent Synchronous Operation with Continental Europe Progressing Positively

(PresseBox) (Brussels, ) ENTSO-E's Regional Group Continental Europe (RG CE) has today (19 September) announced the positive results of the trial operation testing the viability of permanent synchronous operation of the Turkish electricity transmission system with the system of Continental Europe.

The final risk assessment will be prepared for the RG CE Plenary meeting on 16 October 2013. Following this, and TEIAS' (the Turkish transmission system operator) self-assessment of its compliance with the standards of RG CE Operation Handbook, it is anticipated that TEIAS will sign a long-term contract binding them to permanently comply with these standards.

The long-term contract will also contain a requirement to complete works on four technical issues, related to the installation of Special Protection Schemes in two areas of Turkey, improvements in telecommunications infrastructure, completion of STATCOM/SVC installations in the south-eastern part of Turkey, and further work on the implementation of on-line security analysis. It will also stipulate the need to operate the Turkish system with regards to market transactions in line with the 3rd Internal Energy Market Package and other relevant EU legislation.

A final decision on permanent synchronous operation will then be taken. To achieve these steps under the clearest possible contractual framework, a formal one-year extension of the trial operation is proposed. ENTSO-E has written to TEIAS formally outlining these steps.

ENTSO-E strongly welcomes the positive results achieved in the trial synchronous operation. This important step towards permanent synchronous interconnection is to bring strong benefits to electricity markets and customers.
