Der NPa ist zuständig für die Normung von Anforderungen und Prüfungen. Im Einzelnen sind dies Anforderungen an und Festlegungen von Rohstoffen, Faserstoffen, Fertigerzeugnissen und Produkten, Alterungsbeständigkeit sowie Kriterien zur Bewertung von Umwelteffizienz.
Zur Überprüfung der Anforderungen und Festlegungen sind die entsprechenden chemisch-technischen, optischen und physikalisch-technischen Prüfverfahren zu normen. Mit einbezogen sind Eignungsprüfungen für das Inkjet-Medium Papier sowie Prüfverfahren für Tissue-Papier, Tissue-Produkte und Nonwovens.
Der NPa bearbeitet spiegelbildlich die internationalen Normungsaktivitäten des ISO/TC 6 "Paper, board and pulps" (Sekretariat Kanada). Außerdem spiegelt der NPa die europäischen Normungsaktivitäten des CEN/TC 172 "Pulp, paper and board" und leitet das Sekretariat dieses Europäischen Technischen Komitees.
