Nach einem guten ersten Halbjahr hat die Konjunktur an der Saar seit dem Sommer an Dynamik verloren. Dieser Trend setzt sich auch im Herbst fort. Das signalisieren die Meldungen der Unternehmen zu ihrer aktuellen Geschäftslage und den Aussichten für das kommende Winterhalbjahr. Der IHK-Lageindikator ist im Oktober im Gegensatz zum Ifo-Indikator für ganz Deutschland um 2,3 Punkte gefallen und liegt mit 29,9 Zählern nun auf dem niedrigsten Stand seit fast zwei Jahren. Hintergrund ist eine merkliche Abschwächung der Konjunktur im verarbeitenden Gewerbe. Hier ist der Lageindikator gegenüber September um 3,5 Punkte gesunken. Leicht verbessert haben sich dagegen die Aussichten der Unternehmen. Der IHK-Erwartungsindikator stieg um 0,8 Punkte auf 2,0 Zähler. „Die Saarwirtschaft ist während der Sommermonate auf einen flacheren Wachstumskurs eingeschwenkt. Hauptgrund dafür ist die schwache weltwirtschaftliche Nachfrage, in deren Folge das für die Saarindustrie so wichtige Auslandsgeschäft an Schwung eingebüßt hat. Hinzu kommt, dass auch von der Investitionsnachfrage im Inland sowie vom privaten Konsum nur schwache Impulse kommen. Mit Blick auf die gute Entwicklung im ersten Halbjahr halten wir aber an unserer Prognose fest, dass die Saarwirtschaft in diesem Jahr in einer Größenordnung von 0,5 bis 1,0 Prozent wachsen wird.“ So bewertete IHK-Hauptgeschäftsführer Dr. Heino Klingen die Ergebnisse der Oktoberumfrage der IHK Saarland, an der sich rund 300 Unternehmen mit gut 120.000 Beschäftigten beteiligten.
Insgesamt bewerten 41 Prozent der befragten Unternehmen ihre Geschäftslage mit gut, 48 Prozent mit befriedigend und 11 Prozent mit schlecht. Gute Geschäfte melden vor allem die Keramikindustrie sowie die Medizin-, Mess- und Regeltechnik. Etwas verhaltener aber durchaus noch zufriedenstellend ist die Lage im Fahrzeugbau, im Maschinen- und Anlagenbau, im Ernährungsgewerbe, in der Gummi- und Kunststoffindustrie, in der Elektroindustrie sowie in der Bauwirtschaft. In der Stahlindustrie ist die Lage weiterhin angespannt. Klingen: „Im allmählich zu Ende gehenden Jahr 2016 wird die Saarindustrie ihr Vorjahresergebnis nicht halten können. In den ersten acht Monaten dieses Jahres ist ihr Umsatz um 2,5 Prozent gegenüber dem gleichen Vorjahreszeitraum gesunken. Sorge bereitet auch der Rückgang der eingegangenen Aufträge um 7,4 Prozent.“
Unverändert gut laufen dagegen die Geschäfte im Dienstleistungsbereich. Hier berichten 95 Prozent der befragten Unternehmen über gute oder befriedigende Geschäfte.
Wachstumssignale senden – den Freihandel stärken!
In den kommenden Monaten werden die Auftriebskräfte eher gedämpft bleiben. Rund elf Prozent der Unternehmen rechnen mit besseren, 82 Prozent mit gleichbleibenden und sieben Prozent mit schlechteren Geschäften. „Was die Wirtschaft jetzt braucht, ist ein starkes Signal zugunsten des Freihandels. Die EU-Kommission und die Bundesregierung sollten deshalb ihren Einfluss geltend machen, dass Ceta doch noch verabschiedet werden kann“, so Klingen.
