The report on "Deterministic Frequency Deviations - Root Causes and Proposals for Potential Solutions"

(PresseBox) (Brussels, ) A joint study from ENTSO-E and Eurelectric has examined threats to the quality of frequency in Europe and is suggesting improvements to be pursued. The Report is now published on the ENTSO-E website.


Frequency is the sole parameter in the interconnected power system common to all TSOs and system users in the synchronous area. The quality of frequency is of special concern to Transmission System Operators (TSOs) who are responsible for the reliable operation of the electricity system, as well as to generating companies whose generators have to react to frequency deviations.

In parallel with the unbundling process and development of electricity markets in European countries, it has been observed that the quality of system frequency is affected at certain hour boundaries, several times per day in the morning and the evening. These frequency deviations have a "deterministic" nature as opposed to the "stochastic" ones caused by unpredictable system events such as forced power plant or load outages, they can be observed every day at specific hours. The reason for these variations is that the current market rules between generation and consumption are based on energy blocks of fixed time periods while the hourly transit period for generation schedule is currently not explicitly defined between all market participants. The resulting imbalances are reflected in corresponding frequency deviations. Both TSOs and generators have already performed studies analyzing the basic causes of the deterministic frequency deviations.

TSOs and generators have merged their efforts in this area by the establishment of a joint ENTSO-E/ Eurelectric team on Deterministic Frequency Deviations in December 2009, co-chaired by Walter Sattinger from the Swiss TSO, Swissgrid, and Mr Jörg Kerlen from RWE Power AG.

The report "Deterministic Frequency Deviations - Root Causes and Proposals for Potential Solutions" prepared by the team not only describes the problem for stakeholders but also outlines possible adaptations and changes in scheduling and/or settlement processes which can improve the quality of frequency. Thus it will be used as an input to further ENTSO-E work towards such improvements.
